Irc Chat Usergroup Modes

Ok there are some basic user modes for the chatroom that I must explain. Certain
usergroups are going to get modes like:
&, @, %, and +

Now I will go over wich usergroup gets wich mode.

Administrators:
&

Moderators:
@

Assistants:
%

Graphics Crew:
+

Tech Team:
+

Staff will get what there mainly assigned usergroup is.

Actually, the +'s stand for if you are in Graphics Crew, or tech team, but everything else is ok.
